The Russians Are Coming! The Russians Are…Here?!

We heard the rather alarming news last night on the Michael Savage radio program.  Fifty-thousand Russian soldiers were on American soil, stationed at military bases across the country.  Savage wasn’t certain whether it was an Internet rumor or the next phase of Obama’s surrender of America to Communism.

The Inquisitor tries to quell shaky nerves by assuring us the placement of Russian troops on American soil is simply an exercise in “emergency management,” stating:

“Russian troops are on American soil to train with FEMA.  Rumors about foreign soldiers being spotted on United States military bases began circulating online earlier this week, the claims quickly went viral. A Ministry of the Russian Federation for Civil Defense release stated the troops are here as part of an exchange of experts project.

“The number of Russian troops in America is unknown, but an unnamed source allegedly from the Department of Defense (DOD) maintains 50,000 soldiers from the former Cold War foe have arrived. The same source also claimed that a total of 100,000 foreign troops are currently training in the United States. The exchange of experts is reportedly being done in conjunction with FEMA emergency and disaster preparedness training.

“U.S. Defense Department Press Officer Wendy L. Snyder stated the Russian military members are participating in joint anti-terrorism drills. Snyder also said, ‘This is part of a formal bilateral exchange program between the US and Russia that seeks to develop transparency and promote defense reform.’

“The Ministry of the Russian Federation for Civil Defense release stated that FEMA and the Russian Emergency Situations Ministry will be conducting joint rescue operations for major disasters. Representatives from both nations met in Washington, D.C. last week to finalize the logistics of the endeavor.

“The presence of foreign soldiers in the United States has some very concerned that the troops could be deployed to police the streets or offer instructions to American citizens during an emergency scenario or terrorism attack. The possibility that Russian troops could be deployed as a part of a security force at events deemed ‘National Special Security Events’ by the Department of Homeland Security are often noted among the fears voiced by opponents of foreign soldier training in America.

“In 2012, about 20 Russian airborne troops arrived in Colorado at Fort Carson. The influx of foreign soldiers represented the first time armed forces members from another country trained on American soil. US Army Reserve Captain William Geddes has deemed the influx of Russian troops a clear violation of the intent of the Posse Comitatus Act. The federal statute makes it illegal to employ any members of the United States Army for the purpose of executing laws, unless such a use of force was authorized expressly by either Congress or the Constitution.

The Posse Comitatus Act was passed on June 18, 1878, after the end of Reconstruction and was updated in 1981. Its intent (in concert with the Insurrection Act of 1807) was to limit the powers of Federal government in using federal military personnel to enforce the State laws.  The law seems to imply nothing about foreign troops enforcing laws.

The Bill/Act as modified in 1981 refers to the Armed Forces of the United States. It does not apply to the National Guard under state authority from acting in a law enforcement capacity within its home state or in an adjacent state if invited by that state’s governor. The U.S. Coast Guard, which operates under the Department of Homeland Security, is also not covered by the Posse Comitatus Act, primarily because the Coast Guard has both a maritime law enforcement mission and a federal regulatory agency mission.

The Moscow Times’ July 2nd report is brief and matter-of-fact:

 “Russian officials will provide security at mass events in the U.S. as part of a deal signed last week between the Emergency Situations Ministry and its U.S. equivalent, the Federal Emergency Management Agency.

“Representatives of both agencies arrived at an agreement during last week’s 17th Joint U.S.-Russia Cooperation Committee on Emergency Situations, but the move has been met with some concern from those wary of foreign troops operating on U.S. soil, reported Monday.

“The parties approved of U.S.-Russian cooperation, which envisages the exchange of experience including in monitoring and forecasting emergency situations,  training of rescuers, development of mine-rescuing and provision of security at mass events,” the ministry said in a statement.

Under the terms of the new deal, Russian troops could be deployed at “National Special Security Events,” as determined by the U.S. Department of Homeland Security.  Events that have been awarded this status in the past include the Super Bowl, international summits such as the G8 and presidential inaugurations.

Russian troops trained on U.S. soil for the first time last year when 22 army paratroopers visited Colorado for a fortnight’s training with the 10th Special Forces Group at Fort Carson.

According to The European Union Times’ rather hysterical, sensationalist account, complete with oblique references to 9/11 Trutherism:

“An unsettling report prepared by the Emergencies Ministry (EMERCOM) circulating in the Kremlin on the just-completed talks between Russia and the United States in Washington D.C. says that the Obama regime has requested at least 15,000 Russian troops trained in disaster relief and “crowd functions” [i.e. riot control] be pre-positioned to respond to FEMA Region III during an unspecified “upcoming” disaster.

“According to this report, this unprecedented request was made directly to Minister Vladimir Puchkov by US Department of Homeland Security (DHS) Director Janet Napolitano who said these Russian troops would work “directly and jointly” with her Federal Emergency Management Agency (FEMA), part of whose mission is to secure the continuity of the U.S. government in the event of natural disasters or war.

“Important to note, this report says, is that FEMA Region III, the area Russian troops are being requested for, includes Washington D.C. and the surrounding States of Maryland, Pennsylvania, Virginia and West Virginia, “strongly suggesting” that the Obama regime has lost confidence in its own military being able to secure its survival should it be called upon to do so.

“In his public statements yesterday regarding these matters Minister Puchkov stated, “We have decided that the U.S. Federal Emergency Management Agency and Russia’s Emergencies Ministry will work together to develop systems to protect people and territory from cosmic impacts” and further noted that his meeting with DHS Director Napolitano also covered other kinds of natural emergencies, such as recent years’ extreme weather in both Russia and United States.

“In this EMERCOM report, however, Minister Puchkov notes that the Russian troops being requested by the Obama regime would “more than likely” be paired with US-DHS troops who last year purchased nearly 2 billion rounds of ammunition and just this past month placed an emergency order for riot gear.

“As to what ‘upcoming disaster’ the U.S. is preparing for, this report continues, appears to be ‘strongly related’ to last week’s assassination of American reporter Michael Hastings, who was killed while attempting to reach the safety of the Israeli Consulate in Los Angeles.

“Further to be noted about Hastings assassination by the Obama regime is the continued U.S. mainstream propaganda news cover-up of it, though many freelance reporters continue to uncover the truth, such as Jim Stone whose investigation noted that the rear portion of Hastings’ car was blow open and shredded with the rest of the car nicely intact, which runs counter to the “official” story that this vehicle had hit a tree.

“Not mentioned in this EMERCOM report is any suggestion that Russia would comply with this request from the Obama regime, especially in light of the horrifying information being given to Russian intelligence analysts from Edward Snowden who has been labeled as the most wanted man in the world.

“According to one Federal Security Services (FSB) bulletin on their continued debriefing of Snowden, and analysis of the information he has provided Russian intelligence officers, his father, Lonnie Snowden, was an officer in the U.S. Coast Guard during the 11 September 2001 attacks on the United States who had ‘direct knowledge’ of the ‘true events’ that occurred and who the real perpetrators were.

“Being directly affected by the events of 9/11, this FSB bulletin says, Snowden ‘self-initiated’ a multi-year effort to gain access to America’s top secrets, a mission which when recently

completed led him to contact various international reporters, including Hastings, whom he believed could be trusted with disseminating the information he had obtained.

“Though known to us directly from our Kremlin sources as to the exact connections Snowden’s information proves regarding 9/11 and both the Bush and Obama regimes, and the even more horrific event soon to come, a June 2013 Defence Advisory Notice (DA-Notie) prevents our being able to…at this time.

“Likewise, and as the assassination of Hastings clearly shows, the Obama regime claims a legal right to kill anyone it so chooses without charges or trials they believe may threaten U.S. national security, and what Snowden’s information reveals definitely falls into that category.

“What can be said though, there is a critical reason billionaires all over the world have been dumping their stocks, and fast; and those who are not able to read between the lines will soon find themselves in the most dangerous situation they’ve ever encountered.

What are Americans to make of all this?  Is it 50,000 Russians, 15,000 Russians, or a mixture of 100,000 foreigners?  Will such news send Americans into panic purchases of firearms, only to be written up and reported on by the Administration, which will store the information in its enormous data storage facility in Utah?

Why in the world would we need Russians to “protect” us when we have our own National Guard and state and municipal law enforcement and rescue squads?  We’re perfectly capable of taking care of ourselves, thank you very much.  Or at least we were until the government started passing ever more stringent gun control legislation.

Evidently, the situation has gone beyond mere speculation, conspiracy theorizing, and rumor-mongering.  Apparently, these Russians are here.  We just don’t know why; we can only guess and guessing is fodder for the Media’s Conservative-bashing mill.  The reports conflict with one another:  it’s training for emergencies in their own countries; it’s for support here in case of emergency.  What emergency?  Of course, they’re not going to tell us that.

The fact that they’re here, and the previous reports of mistreatment of Tea Partiers at a recent rally in Washington, do point to something ominous afoot.  Liberal Protestors shouting Satan’s name over a group singing “Amazing Grace.”  The truth that is starting to come out about Obamacare.  The indoctrination of students through Common Core.

And we’re supposed to call upon the Russians in case of emergency?

Nyet, nyet, nyet!

  2. Exercise like this are supposedly aimed at improving emergency response capabilities. As an American, I can’t think of anything more disastrous than allowing foreign military troops to provide security in a disaster scenario. With the language barrier, unfamiliar customs, and differences in property rights, this isn’t disaster response… it’s a disaster.

  3. The use of foreign troops or other officials in a law enforcement capacity providing “security” inside the United States is illegal under Posse Comitatus. Capt. William Geddes of the U.S. Army Reserveacknowledged last year that it is against federal law to use US troops to conduct police patrols, despite the fact that such occurrences are becoming increasingly common. The use of foreign troops is an even more clear cut violation of Posse Comitatus.
